He was a Czech economist and politician. Horálek was the first Czech post-November the Minister of Labour and Social Affairs. He was a member of the Civic Movement. Later he was Deputy Director of the Research Institute for Labour and Social Affairs and was also a member of the Council of Czech Television. He graduated from the University of Economics in Prague.
